Richard O'Neill

Rich O’Neill leads RSS’ team in turning around failing schools and developing new schools. He is an expert on school finance whose understanding of Federal Title I programs has caused the multiple state Departments of Education to reconfigure their states’ allowable use of Federal funds. Several of his turnaround engagements have been chronicled as case studies for the Education Commission of the States. One of his turnaround schools in Baltimore – the Montebello School -- was awarded a Maryland Blue Ribbon of Excellence and was a national finalist for that distinction.

For eight years, Rich was the only K-12 member of the six person board of Mass Insight Research and Education Institute in Boston, the leading think tank in the country addressing the issue of turning around chronically failing schools. He was a principal consultant on Mass Insight’s The Turnaround Challenge, widely considered the leading research on the subject.

Before a career switch to education in 1992, Mr. O’Neill founded and ran a strategic marketing firm specializing in institutional global finance where every major investment bank in the United States except Goldman Sachs was a client, as were a number of European and Middle Eastern institutions.

Mr. O’Neill is a graduate of Vanderbilt University.
